chlorine might kill some bacteria - chances are the pool is full on bacteria that totally ignore chlorine. you would do more harm then good as far as killing bacteria and cleaning the wound.
secondly, if the chlorine is strong enough to kill anything it will kill the newly forming skin cells so i would advice against it - i reckon it would sting nicely as well.
No! That doesn't do anything but infect it. You shouldn't but your wound serious or not into a public pool. You should just use soap an water. And maybe a cream.
