Do video games cause negative effects?

well my 12 year old cousin have been playing video games since he was 5 and he does some unusual things when he gets excited he starts wiggling both of his hands and starts doing small jumps and his parents blames the video games he plays so is this the cause of video games? and what negative effects do video games gives to children?
