Do any prescription drugs in the mental health field increase anger in the taker

Maybe by reducing serotonin levels?

Or is an angry madman just like that and the drugs (maybe Prozac) have no effect whatsoever?

Answer:
Some can heighten your emotions, and of course anger is an emotion. For someone to become an "angry madman" (do you mean like a murderer?), chances are he's abusing the meds or combining it with any of the street drugs that cause aggression (e.g., PCP, Meth, alcohol).
I know I was on 75mg of Buproprion and ended up getting really mean. I don't know why. lol, I'm the least angry person you'll ever meet.
