5'5" I grew 5 inches my freshman year. was 6'1" at 22. There are tables with this kind of information. If his parents aren't really short, perhaps if he actually is abnormally short he should see a doctor about HGH. (My freshman year I got involved in exercise and sports and I think that added hormones to my growth spurt).
Height is different for everyone! Tell him not to worry, he's perfectly normal

He's 13, there's a lot of hope for him yet. If he doesn't grow by 17, then his definitively staying short for the rest of his life.

Im 14 and 5'8 at 13 I was 5'5, but I am tall at school so he is probobly fine.

Im 18 now, and i'm 6'1 or 6'2 right now, but when i was 13 i was proably 5'1 or 5'2, around there, i was really short, and didnt grow tall tell about15, 16 years of age.
I was probably 5'4 then, and I am 5'7 now, but I am Chinese and we are not very tall on average. Tell your friend to do more running and basketball type of exercises, at 13 these work out seem more affective, but don't do weights until later years.
