Absolutely, girl! Life is way too short to spend it NOT going after what you want. If he's interested, he may also be too shy. If neither of you ever makes the first move, then you may be missing out on something great.
Or, if he's not interested, then you'll know sooner and you can move on. No guy in his right mind is freaked out by a girl he likes making the first move. Go for it! (Just don't pounce too hard - start gently.)

I find it great if the girl makes the first move so then I don't have to try and figure out should I kiss her, Is she into me etc. etc.

Some guys are not comfortable being the first ones to make the move. If he likes you back as you indicate that he does, then it should be a match made.
Don't be afraid... if he truely loves you, everything will be just fine.
its ok if you make the first move. maybe the reason he hasnt, is maybe he doesnt think you like him, so maybe you better make the first move.
Make the first move, because if you don't, how do you know he will? You two may like each other, and because neither of you wants to make a first move, nothing will happen!
I actually find it more attractive if a girl is willing to make the first move, and there are more guys out there that would take the same side as me. In fact, my girlfriend of over a year was the one to initiate the first conversation with me, and we're still going strong.
The best thing to do when you talk to him though is just be yourself and be confident about everything. Come on casual and not too strong, if you come on too strong, it can be a problem. But the worst he can do is just want to remain friends right?
Stay confident and your chances are higher, and never be afraid to make a first move, you never know when that other person may make a move.
